Proxy routing envelope: raw payload bundled with URL, serialisation type, and hostname.

Used internally by the VLink proxy subsystem. The struct is 80 bytes on 64-bit targets. The variable-length tail buffer is allocated once by create() and is contiguous: [raw | url | ser | hostname].
